At what RPMs is your turbo at full spool? A turbo just does not grant power as soon as you step on the gas, it needs to build pressure first then release it. These cars are built for driving at higher RPMs. If you drive in the lower RPMs, don't expect the turbo to kick in. If you feel the turbo kick in ~3500rpms then it is doing it's job properly.
Oh, and get that exhaust leak welded shut (should not be more than $50). Or better yet, try and get an aftermarket Cat Back Exhuast. You could usually find used ones for cheap. I know I did.
