The filter in the picture is held in with two zip ties, this was done to hold it in place so I can take the picture during the install process. The actual filter is held on with nuts and bolts.
I just purchased this setup less than a week ago. I bought the TIP and filter seperately. I'm selling this as I'm going to get a new VW Passat turbo wagon from Desert VW. I'm going with a white 6 speed with black interior. The TIP alone with no air filter is $180 + tax and shipping. I'm looking to get $125 for the complete kit with filter and all clamps.
