Spreading it around

When I get the notification that I can't rep someone because I need to spread it around more, what exactly does that mean?

It means you have to give rep to a certain amount of different members (I think 10 or 20) before you can rep that first member again.

that you need to infect others before you can resume a "partnership" with that same person again.
(it allows the person hit to receive counseling and/or therapy before being beaten, battered and bruised again.)

It's meant to help prevent abuse of the system, so that members cannot simply bump each others' Reputation.

Weird cause I tried to rep someone in the B6 A4 section whom I have never repped and it says I can't.
