State Ref Canceled?

Had a friend with 4 state refs within 6 months, a few days ago he called to make an appointment and they said it was canceled. Someone else told me it was canceled as well. Said it was due to budget cuts

It's temporarily suspended until the budget gets approved (could be anyday now). They're still handing out state ref tickets around here, so unless the judge throws out your case, I'm assuming they'll just make you pay the fine.
