Someone hit my rear bumper, trying to push it back to normal position

Searched about this, but nothing much.

I noticed today about a 1/2 inch gap between my rear lower bumper and the part which holds it..probably from some assh*le not knowing how to park their damn car and hitting my rear bumper. Here is a pic before it happened, but it shows where am referring to:

Anyhow, I tried to push the lower bumper in that area shown in the pic Upward, and that did not do much. I then tried pushing it IN toward the wheel, same thing, no good. I do see some of the plastic pieces its supposed to attach or "clip" into. Any help on which direction and how should I be pushing that part or should I just let some bodyshop deal with it? This part seems very rigid and hard to push in any direction..

He also left 2 white scratches on the blue paint below the trunk. That I can take care of myself.

    Thanks.
