that is installed underneath the car under the exhaust pipes behind the the catalytic converters? Looks like I'm scraping it when going over big speed bumps that have just been put up on my street, so I was wondering if it's OK to remove it.

Happens to me too, and it's there to keep that scraping from happening to your expensive little catalytic converters and exhaust pipes. :)

hmm... but the pipes sit much higher than the bottom of the car, so they wouldn't get scraped anyway.

Oh man, I was rolling into the parking garage at the Omini off 610 in Houston last March and the drop off was steep, but there was this little metal incline to help ease the drop (not of much help, but at least something). I got out of the car and looked it over, determined that I could make it at an angle, so I went for it. CLANK! Nailed that son of bitch square! Thought I'd fucked up something bad for sure...
Papachristou: i just said "yeah well you are still driving a neon, and she still wants to ride in my car"
