high idle WTF!

so heres whats goin on, if you start the car it will idle ok but once u give it gas it will go down to about 1200 rpm then slowly creep up to around 1400-1600, i am tapp tuned and know his files idle high but not like this. I just had all my evap piping replaced, and put my dv back on and it still does it. The throttle angle at normal idle is around 1.5 or so then once u give it gas it drops to around 3-3.5 and stays there....faulty throttle body possible?. Already re-adapted it about 300 times with both the key and vag-com. When i turn the ac on it comes down to about 900. Ive already searched and didnt find a concrete answer to this.

Maybe just give the inside of the throttle body a scrub with and old toothbrush and cleaner. Normally this is for low idle and stalling when coming to a stop, but give it a shot. There coulc be lots of carbon in there. Or an air intake leak!
