I never use the climate control unless it is winter for the heat. Otherwise, I like fresh air from the windows. From what you are saying, you say that even though it is always in the off position, when you turn on the ignition it always starts in the "Auto" position. Hence, why the AC goes to full blast to reach the settings on your cmilate control.
If you have the radio code, my suggestion is to disconnect the battery ground, take out radio, take off instrument panel trim for the climate control/radio/cup holder/hazard/fog light switch/EPC, get a can of compressed air, take out the A/C head unit, disconnect connector for climate control, blast entire area with compressed air to clean area (might just be dust interference/dust bunnies. also place nice blast of compressed air on connectors. if you have an air compressor, that would do the job nicely), reconnect climate control connector, and basically just put everything back together. Then see if problem still persists. More than likely just a minor glitch caused by something really simple which cleaning/checking the area can remedy.
