who installs stretched tires

so aparently ive been having a bad rubbing problem with my wheel and tire set up so i need to know if theres anyone around the portland area who installs and stretches tires. it has 225s on it right now but want to bump down to like a 195 also i need to grind a little nub off my control arm because i think thats where its rubbing. anyone know any tire shops around here who can help

id love to know how low your car is for 225's to rub?
