I'll answer your question as opposed to just being an ass.
Shocks, springs and sway bars: These will, make your car better for a number of reasons. First off, a lowered car is more aesthetically pleasing. Second, much like weight reduction, the car will do everything better. The car will transfer its weight much more effectively, allowing the car to accelerate faster (Improved 60' times), brake more efficiently, and corner better. As the S4 is very front heavy, a rear sway bar will help to neutralize the car, giving it a much more pleasing feel.
As for chip, exhaust DV/BOVs and intake- These are all preference. I ran an open air element and BOVs in my car for a while. If done correctly, it's fine. My air intake is heat shielded, and my car is running larger turbos. In all honesty, it probably hurts me, but gives me a lot more room to work on other things. The BOVs I ran were designed for the S4 (Turbosmart Kompact). Once again, they probably did nothing good for me, but didn't do anything catastrophic either. I'm currently running 710N valves which are plenty capable, and very affordable.
Chip - MTM, GIAC, APR, etc.
Exhaust- Borla, APR, AWE, Scorpion, etc.
The bottom line:
Someone's car will always be faster - Either A) Have a peppy, luxurious automobile and quit worrying about everyone else or B) Sell it and buy something else.
