B6 1.8T- Rough idle- Revs by itself???

...has these symptoms with my 2003 Audi 1.8t with no mods other than a GIAC flash and diverter valve: car idles noticeably rough, and has probably half the power it usually does. when sitting still with the clutch in or in neutral, the engine will rev (by itself, with no throttle input) to 2000 rpm and stay there for a couple seconds, then drop down and resume to rough idle. The car hasn't died yet, but finally threw a check engine light. Additionally, I've been hearing a new rattle coming from what sounds like an exhaust heat shield, but louder. I had this problem before but it was just an annoyance and relatively uncommon (i.e. at a certain rpm occasionally)
My first inclination was that the problem was due to bad coil packs, but doesn't that usually throw a flashing check engine light? The idle isn't as bad sounding as I remember with my old Jetta when its coil pack went; but it is noticeable. Any input is greatly appreciated.
