Yes, and no.
Technically speaking; a turbocharger and a supercharger are both forced induction systems.
Its easier to develop a supercharger kit for an engine that was designed to be naturally aspirated (NA). You don't have to go monkeying around with the exhaust system.
The beauty of supercharged systems is the power comes on immediately since the compressor is run off the serpentine belt system (front of engine). With a turbocharged system you have an inherent 'lag' because your exhaust gases are driving the turbine wheel which, in turn, is driving the compressor wheel compressing the intake air.
Supercharged systems also run lower boost settings to get a healthy increase in power. My friend's 2.8L that is supercharged only runs about 5psi but it pulls hard (for a 170k original motor).
