Hid Bulbs

My friend had HID lights on his subaru but because in NJ you must have high and low beams, he had to take them off to pass inspection. He's now selling his HIDs. I want them but the bulbs are different of course.

Question: Can I buy H7 bulbs and use the rest of his HID assemby with the new bulbs? Other words-Do bulbs matter?

H7 bulbs will work with his ballasts + igniters.
