Should the main fan always be on?

The belt driven cooling fan is always on in my car. When I start it up, it's on. When I drive, at about 2500-3000 RPMs I can hear it sucking in air like a fan should.

Should it be doing this? I thought there was supposed to be a clutch that disengages it.

Nope, it is a viscous clutch... It will engage harder the warmer the car gets... Your clutch may be seized though.... My 2.8, I could hear it loud as hell like you describe, but my 1.8, I haven't ever heard it....

I just heard my 1.8's fan when the car is stationary.

With the engine off, try to turn the belt driven fan. It should spin with little effort.

It spins easily. That's what's confusing me about this. How could the clutch be stuck if the fan is easy to move?
