If you open a paypal dispute he'll be presented with three options. Provide a tracking number, show proof of a refund, or provide other proof of delivery. I just went through this selling a vr6 manifold on ebay for 1.25 plus 25 shipping. The guy says no hurry and then his business partner files a dispute saying it is taking too long. The original guy says no big deal and he'll get it cancelled. He didn't cancel it in time and paypal refunded his 26.25. I just emailed him a few minutes ago and he said he'll pay me again. I think the paypal dispute window is open for 2 weeks before they automatically take action.
The paypal dispute really is the nicest way of dealing with this. It gives him a deadline and repercussions without making you out to be the bad guy. Just tell him that you want it taken care of and this is the easiest way to do that.
This is what it looks like from his end if the money is automatically refunded. The funny thing is I shipped this thing days before the reversal.
