Anyone familiar with these guys? Would it be possible to order the parts and do the install or is it in house tuning only?

I know VF has a kit for the Mk. V R32, and people say they're developing one for the 3.2 A3 8P, but I've yet to see anything...

HGP is HPA. They are partner companies. Give it some time VF will have one out but in spite of what people are saying, I don't imagine it will be under $10k. Unless they have very little mods to do from the R32 to the A3.
