Going to change rotors, pads, lines and have a 02. Have done lots of searching an d apparently I need a vag-com since I have abs. Can I change all these brake components without the vag-com?

Here's my "off the cuff" thought based on research I did when I was planning on installing my BBK: no need for vag-com. Also, if you look at write ups (including the install manuals for various bbks wherein you would be changing all the items you mentioned), I don't think you'll see any reference to a vag-com. However, you will probably have to short the brake pad wear sensor unless you get creative. [See the tech articles on AW, http://www.audiworld.com/tech/wheel.html]

Don't I have to cycle the abs pump though? Would I suffer from anything when not cycling the abs pump?
Why short the pad sensors and not just plug in?

Like I intimated, I don't think you have to cycle the ABS pump or else the various write ups and BBK installation manuals would suggest it. It wasn't done on mine and so far, so good. As for the pads, my understanding is that unless you're going with OEM replacements, there won't be anything in the new pad to indicate to the sensor that replacement is needed (i.e., it won't be able to read or sense the new pad and you'll get the worn pad indicator the whole time).

    Re: Brake DIY

when i bought the hawk performance bads, i just cut off the sensors on the pad i didnt need, and hooked up the ones i did on the front.

The fitting was loose but i just used some insulating tape and wrapped it. No brake sensor issue as of now and great stopping power.
