to the OP, i was in the same boat as you, and i didnt know shit about dropping a car either, so i will pass on the knowledge that i have learned from others on this forum..
basically if your putting 19's on your car, you will want to lower it because it looks WAY better and without lowering your car will look like a jeep..
c/o's are expensive, and are usually used if your planning on tracking your car or if you want a really good OEM quality ride. they are expensive because they lower your car and can be adjusted.. so lets say you put them on, then want the car higher, or lower, or just lower in the front.. etc etc you can have them reinstalled (but its expensive.. might cost $300 to install c/o's, then if you want to adjust it you will pay for another installation) most people just put them on and never adjust it.. making c/o's not much better than a spring/shock combo
you can also just buy lowering springs, maybe cost you about $200, and then you have to pay installation.. BUT, with springs, after a little while your car will ride like shit, and your shocks will probably blow because the lower springs will be making your shocks work at a lower level that they are not tuned for and you will need to replace them eventually from all the wear
soooo.. many people who dont want to buy c/o's just go out and buy a good shock/spring combo.. may cost you anywhere from 600-900 just depending on what you buy.. a lot of people argue and say.. "well, if your to spend $700 on a spring/shock combo, you might as well as put in a couple hundred more and get yourself some c/o's".. which is a valid argument
basically if you search a bit, you can find some more threads on this that i probably started because i had no idea
so its basically either c/o's, or a shock/spring combo.. c/o's are more expensive to buy, more expensive to install, and sometimes you need to maitenence them which can be pricy as well..
if you arnt going to track your car, and you dont care about adjusting the height (most people just set it and forget it) then i would buy a new spring/shock combo and it will look SICK with 19" rims
hope this cleared things up for ya
