Noticed something about my headlights today

I was facing a store that had tinted windows so I could see my car in the reflection. I noticed my right projectors don't get brighter when I turn on my brights but my left projector does. What gives?

Non HID? As halogen bulbs age they also start to dim. You may have an one old and one new bulb.

IIRC, the cut-off plate, inside the projector, move (only for bixenons) when the highbeams are cut on. It would make sense that the motor for the rightside cut-off plate is malfunctioning.
