Which big turbo upgrade?

Hey guys, which big turbo upgrade will be the best to get and will pass emissions? I just want to get a setup that will go to 300hp mark but don't want to have problems passing emissions.

any of the eliminator setups will pass emissions. You just have to have a cat. Some shops will not pass you if you have a open filter element. But with the eliminator turbos it looks stock if you have the stock airbox.
