After any normal drive in my car I park it in the garage and after it has been off for a few minutes it sounds like a phone is on vibrate in my trunk area. Is this a bad fuel pump or part of the EVAP system? I've had CELs on the EVAP system recently.

I think your fuel pump is shitting the bed. Could be just your fuel filter as well.

I have to check with the dealer if they changed my filter on my 70,000 service. Is a fuel pump DIY possible?

Fuel pump replacement DIY is possible, I changed mine. It was a b***h to get out without a fuel pump wrench, but it can be done.
