Is it possible to replace the cable to the drivers side window regulator assembly? Or would I have to buy a whole new reg kit from ecs? At first I thought it was simply the plastic holders but took the panel off only to find the actual cable completely frayed

Whole assembly...get a used one, should be around $40-$50, pretty easy DIY fix.
