Is there a way to run CARB legal turbo set up?

For a N/A motor no there isn't. Carb, aka the smog nazi, won't let you do anything like that unless the manufacture jumps through hoops to get a kit carb eo#. It takes so much time and money companies only do it for cars in which they know they will sell a lot of kits, like a civic or mustang.

Is a smog shop going to know if you have K04's in instead of the K03's?

No, a smog shop will have no idea, but technically it's still illegal.

Apparently you don't live in Ca Sean1.8t. Carb (California Air Resources Board) are crazy nazis who make rules that make no sense. It doesn't matter if the part you put on has no effect on emissions, if it isn't the factory part that was suppose to be there or if it doesn't have a carb eo# it is illegal. The crazy thing is that it doesn't matter if you car passes a smog check, if your aftermarket part doesn't have a eo# its illegal. My cousin has a chip on his Mustang Cobra and it passed smog with it better than with the factory computer and technically the chip is not smog legal.

So while K04 are a oem part they are not the part that was suppose to be on a S4 therefore it is illegal. The good thing is no smog shop will have any idea that you have K04's on there. I guess thats a good thing about our cramped engine bay is there is no room to see anything. So while K04's are technically illegal as long as you have good cats you won't have any problems.
