Car shut down while driving *urgent help*

My friend's car shut down while driving, he told me that he shifted into 3rd and the car won't engage. Then power steering shut off and as well as the ignition.

Any ideas of the problem?

Elaborate on "car won't engage".. please

If he shifted into 3rd. Let out the clutch and the car kept rolling but the engine shut down (ie: lights on dash lit up) then he broke his timing belt. I did the exact same thing on my 2.0L 16V VW engine.

Does he have a chip that is soldered in (not flashed)? Similar thing happened to me. My ECU had to go to APR for re soldering. Any codes?

Do you have electric power? checked belts?
