The problem is two-fold. #1 every town and the state have quotas for each patrolman to fill, so it looks like they are working. I know several cops who just smile, and nod their heads when you mention quotas. If they are not writing someone up, their bosses figure they are eating donuts or sleeping somewhere.
#2 With all the budget shortages, the state, and towns NEED MONEY. Traffic court is like Let's Make a Deal in NJ. Pay a large fine ($250 or more), and they will reduce points, and let you go. It's all about the money. There are certain towns here where you cannot drive through at any time of the day and NOT see someone getting written up. If you want to drive fast,go to the track at Englishtown, or Pocono or Lime Rock for a HPDE day. Aside from that, if you speed, you will get caught at some point. It's a given. I got a speeding ticket in my son's A4 3.0l ( the car is too quiet, I didn't realize I was speeding), but I've been lucky in my 03 VETTE ( HUD display helps you see your speed all the time). Most of us on Corvetteforum go to the track for HPDE days, or to Englishtown for the Corvette Challenge.
