I tried searching around but I couldn't find an answer, I was wondering if the 99.5 lower grills with fog lights will fit into my 96?

yes they can fit... but you need to make brackets out of aluminum stock to get the to work. I did this on my 97 a while back. its pretty easy. if you want to see some pics check out http://www.capitalaudi.com/gallery/album13

oh man, I don't even remember. I think I got the original set for around $130... but then I ended up picking up 3 used sets from a junkyard in upstate NY for $75/set - sold 2 for $150/set and used the 3rd to put in my is300 lights.

Usual price is around $100 - 150 for fogs/grills - you can pick up the plugs for around 15 bucks from the dealer

I doubt it, but I figured I ask, will the 02' grills fit in?

no the A4/B6 grilles are sized different than the A4/B5. Some use the allroad mesh, but you still need to cut them out to mount into your stock A4 grilles, since the Allroad openings are bigger
