illtek selling valeo ecodes xennon, anyone knows about these?

I wanted to know if these valeo xennon ecodes that lltek sells comes with everthing like ballst and bulbs not just the housing. I want to convert to xennon ecodes would this one be the ones i can just plug and play? I have a 2002 with stock halogon headlights. the valeo xennon ecode si $800 a set is this a good buy? I just want to make sure these are the ones that are plug and play

when you convert from halogen to xenon you will have to buy the ballast and bulbs. i think the total price will be around 1500 or so.
