How to reattached left side e-brake cable

My left e-brake cable slipped off of the wheel that both cables connect to under the e-brake. Attached is a picture.

The cable itself looks fine. I tried getting a hook on the cable end however the side wall is close enough to the wheel so there is not enough room for the cable to slip around the wheel and over the wheel's hook (if that makes sense).

Is the only way to deal with this to remove the center console? I'd like to avoid that. It slipped off when I pulled the e-brake up high, I suspect the right side is frozen and the wheel rotated too much without equal resistance from both sides. However if I lift the e-brake to move the wheel then the wheel moves too far forward to be able to attach it.

To reset the cam that holds the two cables, you insert a small screwdriver in the circled hole. That will release the two halves of the cam so they retract. Then reattach the cables to the hooks and pull the screwdriver out. Give the ebrake handle a yank up to set the ratchet in the cam and you should be set.

Thanks for pointing this out, it helped. Sorry for the delay responding.

What it did was snap and lock both side arms forward and towards the front, as a result when you pull the brake up the wheel no longer rotates and tension can be applied to the right side since the wheel no longer rotates. It sounds from your comment if both cables are then correctly attached the cam will reset and the wheel will function again. But for now just having one side locked forward makes it functional.

There still is not enough room in the forward position to reattach the left side cable. I think the cable needs to be disconnected from the brake caliper, then if the handle is pulled up the cable will have enough slack to come forward and reattach with enough space after the handle is raised. I do not have time to do that now since I am trying to sort other AC issues, but getting the wheel locked helped.
