Panel ST1 and ST2 are switched, most of panel ST3 is unswitched.

ST1 is on the right, ST 2 middle, and ST3 on the left, as you are looking into the driver's side of the car?

Buy a cheap multimeter and you can test each fuse yourself. Use the chassis bolt for ground nearby and put the positive end on the metal piece on top of the fuse to get a reading. If it reads 12v when the car is off, then always on. If it reads 0v when car is off, it’s switched.

i am aware of how to do this, and have a very nice multi-tester. i was asking to see if anyone had laid it out before i did that.

I would still advise using a test light to verify. They're $6 at your local auto parts store or walmart. Do yourself a favor and splurge on one so you only install once.
Most of ST3 is unswitched iirc, but some at the top are switched. I used the blank location there for my headlights.

Got me curious. The fuse discussion in the "wiring diagrams" repair manual does not answer this simple question. Certainly would be easy for Audi to add a column to the table that already lists fuse amperage, function, etc. Where's Uncle Fester when you need him?

Are you looking for power for something like a traffic camera? Search for mirror tap and you will find a few threads about tapping power off the rearview.
