recently waxed 2018 Audi with Ps21s wax and maintaining with a detailing spray. Can I apply Sonax Polymer Net Shield over the carnauba wax?

I would suggest to not put the PNS over a wax.
The way I always think of it, and someone feel free to correct me if I'm wrong, but I want to use the longest lasting protection right on the paint right after a polish. Then work your way out to the last stage protection. That way, the coating on the bottom has protection also which could help make it last longer. For example, if you use PNS and then a wax, the wax can help protect the coating. Once it wears away then the speed at which the coating will degrade will be increased. For that reason alot of guys will us a sacrificial last stage that only lasts a week or two so that you can reapply every wash. Something like a spray wax or spray ceramic. That should help the longevity of the base coating.
In your scenario, if you put the PNS overtop of the wax, there's no good way for the PNS to bond to the paint, its only bonding to the wax which will wear off in a matter of weeks. Once that wax is gone, there will be practically zero trace of PNS remaining.

^^^ is pretty accurate.
PNS is really a sealant, and the general rule of thumb is sealant first with wax on top.
