First time buffing a car and waited too long to have my dad teach me. Trying to figure it out on my own and think I need some help. I have a Snap On air buffer and am using 3M buffing compound (05973) and polishing with chemical guys V38. I am not able to get rid of the scratches and want to know if it’s RPM, too much water, not enough compound, wrong pad, etc...

Not familiar with that compound, but you generally don't need to mix water with most of the common compounds.
What pad are you using? Also, I'm guessing you're just using a standard orbit buffer which is generally a bit weaker when compared to an electric DA/random orbit.

http://https://imgur.com/gallery/xEoFLDWNot sure what pad you're using but with my 2010 A4 (black) I noticed the clear was very hard compared to other cars I have paint corrected.
I ended up using a microfiber cutting pad with Sonax cutmax to see results. Most agressive setup I have had to use to correct paint. Finished with Sonax Perfect finish.
If I were you, try different pads (microfiber, yellow Lake country CCS pad) with your current compound. If neither works then find a more agressive compound.
Remember to always use the least agressive combination first and work up to a combination of pad/compound that works. Never go stright to the heaviest cut as it may be more then you need and cause marring.
