Full detail from my local guy, swap rubber for carpet mats, and swap wheels.
I think the ski box and bars might be coming off pretty darn early this year too given the warm weather and rain last week and this coming week.

April 1 or return from spring break, which ever comes first.. near Chicago here..

Once you believe the temps in your area will reliably stay over 40 degrees, with little further chance of ice/snow, you should be good to go for summer tires and wheels. Obviously different conditions in different parts of the country.
