I recently bought a 2.0t A4 (07) and it's a great car but when I give it a decent amount of throttle while the RPMs are below when the turbo really starts spooling I get this whine. It fades away once the turbo starts spooling and doesn't happen if I am already at spooling RPMs. I had an intermittent p0089 CEL, has not come back in a few weeks but the whine persists. It sounds like it is coming from the rear of the engine but doesn't really sound like a chain tensioner going bad. Dealt with that on my 1.8t last year. I don't believe it's the turbo because it's not a drilling dentist kinda sound.

Is it just the fueling? When I apply throttle, I can hear a slight whine which I think is just injectors working.

does it have an after-market cold air intake, that sound is typical of them but also could indicate a poor seal prior to cold side of turbo.

No aftermarket, bone stock but now that you mention it i'll go ahead and check the intake and make sure everything's buttoned up right.

I'v been leaning towards it being fueling. There seems to be a lack of power through low RPMs which is when it is whining. Especially when I give it a decent amount of throttle in low RPMs

I'll be looking deeper into the PCV theory this evening. The sound doesn't come from the turbo at all so i've got that ruled out. It's just been difficult to pinpoint the exact location due to having to be under load to actually hear it.
