I'm looking at my service manual and it has an illustration showing a profile view of the "special tool". It looks like there are notches on the outer portion of the fuel pump that the "special tool" would fit into. The concept is similar to compressing the cylinder on rear brakes.

Anyways, You need to turn the fuel pump approx. 15 degrees counterclockwise to remove it. Maybe you can fabricate a piece of metal or something into those outer notches and turn it. I can scan the page of my manual if you need it. Hope this helps.

Here's what the tool looks like (about 3/4 down the page)

Maybe you can make something to resemble it...

No problem. been there, done that as far as being in a bind. It's amazing how creative we become when we are under pressure to get something done...
