I need to fix and address some paint chips that are to the metal and rusting away.

I just saw this, I know it's late to the game, but I've always picked any loose paint from the chip with a toothpick, used a wee bit of scotch brite pad held to the spot with a pencil eraser and spun the pencil in place to clean the metal up, clean with solvent, and apply touch up paint from a bottle with a toothpick to fill the chip, add a drop of thinned clear with another toothpick when dry to finish it off. This has worked well for me over the years. The toothpick allows you to apply paint quite precisely so you can nearly fill the chip area, the thinned clear finishes the fill in without much of a bubble appearance like most touch ups seem to look like. You can finish it up with some wet sanding and a little buffing if needed.
