So I have a full frame, 28RS, internal wastegate, 3" in and out, that was supposed to go on another car, collecting dust.

I just bought another car with an elim 2871r (internal wastegate, smaller inlet, stock manifold, 3" testpipe)

My goal is to run the 2871 full frame, use my ATP log manifold, external wastegate, with my 3" vband downpipe.

My question is, can I swap the housings to move the 2871 guts into the 28rs frame? Or should I just look for another turbo? Engine is bored and stroked (stock head), but funds are limited at the moment to be dropping $$ on a new turbo.

You can use the eliminator chra and compressor housing in full frame setup (that's what I did for a while), but you'll have to figure a different intake. The 28rs compressor housing will not fit since the turbine is much smaller.
You could just modify the eliminator intake to work with your new setup.
You could also buy a 71r compressor housing of your choice.
