Headlight bulb completely loose?

I bought some OEM bixenons off of classifieds and when I installed them to test it out, the driver's side beam was waaaaaay off.

I tried using the plastic adjustment tabs to get them back to normal but both tabs don't do anything, so I took off the cover to look inside and this is how the bulb is.

I checked my passenger side and it has zero play and is rock solid. Has this happened to anyone else? I'm at a lost on how to fix this because the way it sits right now I would be blinding every person on the road.

I suspect broken motor arms inside. Kaput.

You can take the lens off and all the housings and you'll see the arms, motors and projector. You'll be able to diagnose this way.
