Also to note, and not sure if this is related....
I went for a up hill drive up a mountain last night, pretty cold out. When I got out the car and locked it the fan was still going. It didn't turn off the whole time I was there. After 5-10mins of it not turning off I got back in a drove home (in fear of my battery dying). Got home, switched the car off recorded the above video and the fan wasn't spinning ?

check the fuses. i forget which fuse it was that i pulled once (while installing boost gauge) but it caused every fan in the engine bay to always run at full capacity.

I guess the video isn't too clear without explanation, apologies.
Right, so when I switch off the car and remove the key I hear a ticking noise, similar to that of a tiny wood pecker. Sounds like it is behind the steering wheel above the foot well kind of area. Once I switch ON the light, the noise stops. Switch the light OFF the noise starts again. If I then lock the car the noise then stops. Unlock the car wait a moment then the noise starts again ....????
If you watch the video again and turn up the volume you should be able to hear :-)

Sounds like the noise is linked to the dome lights coming on automatically

Don't know what you mean by this?
If I put anytime type of light on (DRL, Blinkers, rear map lights ) the noise stops

I can barely hear it in that video. And that's not going to help you. Remove the driver's side knee bolster, recreate the noise and put your head up under there. Lots of relays there. Tough them till you find one that's going goofy. Or pull fuses one by one while the noise is happening. You can do a lot more to gather data than a video can provide.

Ok sweet appreciate the input. Going to try pulling fuses on my day off. Such a strange issue.
