I put down the passenger side back seat in my avant to haul something and it won't go back up because the center seat belt is stuck. How do I free up the seat belt retractor?

So here's what you do - take the back seat base out, curse as the tensioner gets tighter pulling the seat back to the floor, and then squeeze in there and remove the 17 mm bolt that holds the seat belt to the floor. Seat back goes up. Check out the center seat belt, it now works fine. Try it a bunch of times, in and out it goes. Fasten it back to the floor, put the set base back in, and try to drop the seat back to make sure that it works. It gets stuck down again, back to square 1. Take it apart again and put it back together with the center seat belt no longer fastened to the base so that the seat back can go up and down.
So, wtf? Do I need to replace the tensioner for the center belt that is in the avant seat back, or is there some way to adjust it so it works right?
