Rear fuse box

I have searched multiple forums and the Internet. Does anybody know how to access the rear fuse panel? The carpet housing seems to be on pretty snug. The black clips at the bottom that hold that metal bar twist (lefty loosey) and pull out, you then pull that metal rod out towards you (it must stay in place) then from the bottom pull out that carpet insert... :)
