I have a PWR intercooler 26x6.5x3 rated for 400hp. I assume 400hp is at 'the crank'?

Yup. Ratings are usually at the crank.

Haven't heard of brand "PWR" before.
But based on the dimensions, I'm skeptical it could handle even 400 BHP.

PWR has been around for a very long time, their shopused to be located in Lake Elsinore not far from my house when I lived in Murrieta. They used to make FMIC setups for ATP Turbo back in the day.

The measurements he gave is actually slightly longer then the ER Sport which uses a 18x6.5x3 core, so depending on how good the core is it should be able to handle 400chp. Garrett rates their 18x6.5x3 core at 310 which means it can handle just under 400chp.
