I was wondering does the B7 bulb snaps back in into the housing or is it a twist lock...I can seem to get the bulb flush with the housing...

They twist lock, its a pain and hurts your fingers. Just apply pressure and twist.

You can see if you look in the housing where the tab goes, it has been a while since I did it but I think its like 2 oclock and then you turn it so the prongs are straight up and down. So like this

EDIT: Actually you know what....I think I remember it just being retaining clips on the sides of it. They were silver metal prongs that hold it in. I just replaced my girlfriends jeeps headlights so getting a little confused.
Found this...
The bulb is held in place by that chrome thing which you will need to push down and pull the bulb out. To get it back in, you need to stick the top of the bulb correctly so that its locked and then push it back in so that it locks automatically by that ^ chrome "lock"

I just replaced my bulbs this past week and they are retaining clips. I found it easiest it kind of rock the bulbs into place. Insert the bulb in until you hit the clip and then press firmly on the bottom portion of the bulb, then rock the the top into place. It takes some strength so don't be afraid your going to break it. I did mine without removing the bumper or the alternative which detaching the PS reservoir and the stock airbox. Both options do give you more room... but imho I don't think its worth the time, just makes it a bit harder if you don't

Does it matter if the tab thingy on the bulb is top or bottom of the light socket holder....

The tab should be at 12 o'clock facing up.

Absolutely, I found out the hard way.... had replaced my bulbs and was wondering why my light went to sh*t, turns out I had the bulbs in upside down. I remember thinking when I had put them in that something did not seem right, but I am sure by the time I had the bulbs in I was sufficiently p*ssed off at having to squeeze my hands in there that I said to hell with it.
Took the bulbs out, turned them around, and my light came back.
