I'm not real familiar with how offsets work so what range should I be looking for on the S4, the stock peelers are 43 so would something in the 35-45 range be ok ? I'm going to stick to a 19" wheel in the 8.5-9.5" width range

Depends on the width....
8.5" +33 or higher is typically safe
9.0" +37 " "
9.5" +42 " "
Once you go to a 9.5" wheel, I think it increases the chances of rubbing. I still have minor rubbing at +45 with my setup. At the end of the day, what is "safe" will ultimately depend on what tires you run, the amount of drop, and your alignment settings. Unless you know all of those things, there is some guessing involved.

Depends on your suspension setup.
I would suggest keeping it as close to stock as possible to avoid rubbing and weird suspension geometry issues.

Just went with 19x9.5 AG wheels. Sean at PYspeed suggested +40. They worked out great with my H&R OE Springs. No rubbing and the wheels fill out the fender wells nicely now.
