Which brand is good and what's the price range? Are the down pipes the same as the test pipes? Do they have ones that go from 3"-2.5" outlet?

Downpipes and test pipes are defferent, Test pipes just replace the cat and connect to the downpipe and also directly to the turbo. What kind of exhaust are you going to use because you can have a test pipe and downpipe as a single piece from 034 motorsports. Most test pipes will be the same with minor differences, the atp and 034 both are nice and there's many others for roughly the same prices.

I'm running a Milltek full turbo back. Only this missing is the 3" DP. There was one but it got lost in the mix of things I'm assuming after smog.

it say's it fits stock exhaust so it for your miltek too since its on a stock cat.

If you have the Milltek setup, then you have a 2.5" downpipe. Add on a 3" test pipe, and that will provide more than enough flow. I have a full frame T3 GT2871R, 3" downpipe/test pipe that connects to the stock downpipe flange, and then into a custom 2.5" downpipe, and 2.75" Milltek. This is just about perfect for my setup, so will be more than enough for you. Reason I had to go custom was I picked up the Milltek used and it did not come with the downpipe.
