Weak diverter valve?

I just bought a 99 1.8t quattro not a month ago and was expecting for it to have more power than it does. I hooked up a boost gauge to test vacuum at idle and boost at full throttle to see if any thing looked odd.

Vacuum reading at idle, A/C off: 13-14 inches
Boost reading at full throttle (2500-6000rpm) 6-8psi

I unplugged the diverter valve, and at idle the vacuum read 19 inches. I also replaced the vacuum line leading to the DV. Does this mean that my diverter valve is bad?

Have you take your dv out? Might have a torn diaphragm. Boost numbers are within spec, these car aren't very fast from factory. They are even on the slow side.
