Losing boost in my stock 1.8T

I have a 2000 1.8T Quattro, all stock.
In every gear, my turbo will spool and start making full boost (8psi) normally, but after about a second, the boost drops to 2psi and holds there until the next gear. It does this in every gear, every time, and the car just falls on its face during acceleration. I can also get boost back if I don't shift, by bringing the rpms back down to where the turbo first spools up. So essentially, in every gear, I only make full boost from ~2400 to ~3200 rpms.

Check the Charge pipe Hose Clamps,leaks etc,.

so it started randomly making full boost like it should sometimes. Haven't noticed a pattern yet, but it will all of a sudden go through first and second full boost, then in third it will go back to cutting back down to 2psi after a second.
I finally have the time to get under the hood today, so I'll be checking for leaks and such. [wrench]
