Apparently the previous owner butchered the seats. The seat heaters don't work, but I am not even sure if the seats installed are heated.
a) How can I tell?
b) based on the photos below, can I fix the heat seaters?

Yes. Car has heater switches/dials (left and right) in the dash. Seats are black leather.

My 96 has the same connectors and they're both heated.

The green connectors are for the seat heaters. If those are plugged in and seats aren't getting heat, check the switches. Do they light up with your interior lights at night? If they don't, then the switches likely aren't plugged in (that's how I got my car... dumb audio installers). If everything is hooked up correctly, the problem is likely broken heating elements in the seats themselves, which aren't usually worth replacing/fixing; that means taking the seat covers off and finding the break in the elements.

The switches don't light up, but turning on/off changes the voltage on the green connector coming out of the floor, so I assume the switch itself works (voltage stays the same for 1-6 setting. Thick wires 1.8 Volt, thin wires 7.8 Volt; measured on driver side only)
