Isn't that just the bumper mount?

No the bumper mount is an inch wide and like 4 or 5 inches tall this has part of the wiring harness going to it

Probably a Rear impact sensor for the ABS so when you get smashed the airbags go off.....never really messed around on the rear bumper part of my car. Took apart everything else but that would be my guess.
