of the merchandise for immediate shipping, we have approved your buy it
now transaction and offered you, as the buyer, full purchase protection
for the amount you agreed on with the seller.

Complete your eBay transaction in 5 easy steps:
Buyer and seller agree on the transaction terms and a selling price.
Seller contacts eBay with the transaction details;
eBay accepts the transaction and offers purchase protection to the
buyer (if the transaction is declined, no further action is required
from either the buyer or the seller);
The buyer sends payment and the seller receives it. After the payment
cleared, the seller must notify eBay. Buyer will send the payment

immediately sent to the buyer;

Buyer receives the merchandise and has five days to inspect it.

If it is complete and as described, the buyer should accept the merchandise.
If he refuses the merchandise, the buyer must ship the merchandise

Payment instructions:
************************************************** *****

To submit the payment with Western Union Money Transfer, you have 2
options:

1. Pay for the transfer with cash at a local Western Union agent.
Click here to locate the agents in your area
http://www.westernunion.com/info/agentInquiryIntl.asp.

2. If you now are in the USA and need to use a credit/debit card
(Visa or MC), call 1-800-CALL-CASH and make the payment to the verified name
of the seller. An additional fee will be charged on most cards because
this transaction will be considered a cash advance on your card.
Western Union Money Transfer is the only service that has ultimate
authentication of the identity of the receiver of funds. Several IDs
and utility bills are required before the funds are paid. Therefore, no
one else but your seller can pick up the money. Your payments cannot be
lost in the mail, like money orders or checks.

Sellers from United Kingdom are not yet eligible for the PayPal Buyer Protection,
which means you are not protected against fraud if you pay this seller by PayPal.
However, Western Union Money Transfer is designed mainly for sending
cash to friends and family in need, so telling them you are sending the
money to an eBay seller will prevent your money transfer to go through
and you will be unable to complete this transaction.
Because the fee to send a Western Union Money Transfer is high,
compared to other methods of payment, we have arranged with the seller
to compensate for half of this fee (i.e. if it costs you $100 to send
the payment, take $50 from the amount insured and send the balance).

Once the payment was sent, email the seller the following information:
1) 10 digit MTCN (Money transfer control number):
2) Exact sender name on receipt from Western Union:
3) Exact receiver name on receipt from Western Union:
4) Your street address on receipt from Western Union:
5) City and country where you sent the money from:
6) Amount sent:

Then wait for the confirmation the payment was received. Within 3
business days, you will receive the tracking number for your
merchandise.

Purchase protection and refund:
************************************************** ***
Currently, this seller has a US$ 20,000.00 deposit in an eBay managed
purchase protection account. Transactions with this eBay seller are
covered by purchase protection against fraud and description errors.
For your safety, this account was locked today, for 30 days time. The
seller is unable to withdraw any money from it, within this period.
Should you need a refund for this transaction, the insured amount will
be taken from the seller\'s purchase protection account and sent to you.
The refund is sent to your bank account, or by check or money order.
The way you are refunded is at your choice. You have 30 days from the
above verification date to request a refund. Refund requests are
processed within 3 days.
The insurer of this transaction is eBay Inc., located at 2145 Hamilton
Avenue, San Jose, CA 95125, United States of America.
The account is managed by eBay\'s Square Trade center. This transaction
is supervised by eBay\'s Safe Harbor team.

***** CONDITIONS TO BE MET BEFORE YOU MAY ASK FOR A REFUND *****
Here are the situations suitable for a refund request:
1) If the item doesn\'t arrive and/or the seller stops communications
after the payment was received;
2) If the merchandise you receive has different specifications than the
ones you agreed on;
3) If your merchandise arrives in a much longer period than the one
you agreed on (more than 15 days from the payment clearance day);
For cases 2) and 3) you have to send back the merchandise to the seller
prior to ask for your refund. If you did not pay the seller by the
required payment method, your refund request would be declined.

feedback and dispute resolution.

if you want them bad enough, use an online escrow like www.escrow.com . You put the money in, seller cant touch it until you receive the wheels and ok it. I had a great hookup on brakes from a UK seller at one point, but it was a similar sort of situation. Wanted western union only. I told him I would send him the money in escrow, and he isisted the wire transfer. I told him to find another buyer. Personally, I would be careful. Also, the first email you got is way to personal for ebay. I doubt anyone there would care enough to send you that personal an email about his wife sending it from the USA and stuff.

This does happen some times. The seller contacts a bidder when a buyer backs out. But be careful, I would be more concerned because he is over seas, then again I have gotten ebay items from overseas with no problems.

it's a scam.
the bs that he has $$$ in his account in case something goes wrong is BS + if they were to sell it off ebay, ebay wouldn't contact you because then they wouldn't make any money off it.

send that email to ebay and stay away from it.

report it to ebay...

as far as i know those second chance auctions aren't allowed by ebay policy, and are often scams. someone tried to take for a ride on a set of wheels i was selling in a similar way. just gotta be smart.

the second e-mail says that he is a powerseller and has 20k on hold with e-bay. Wel, to be a powerseller one must make 10 or 20k + per month off e-bay. Well, his feedback is 32 and the items he sold are like 30-50$ range so I just dont see how he's a powerseller.

I told him I would do COD and then his wife can send him the money. We'll see what he says

i've gotten a bunch of those e-mails in the past and actually it worked out and i got the item i was bidding on.... but recently its turned into a scam...it warns you on the e-bay website not to take any second chance offers. For 2 grand...i wouldnt take the risk...

scam scam scam scam

yeah my friend got scammed out of a western union deal from canada.

BTW the second chance offer does exist, but only when a sellers reserve price wasnt met. I have gotten the email from ebay about it, but it looked nothing like that. It wasnt as personal as that. It was basically...dear bidder blah blah blah...the seller didnt have any bidders reach his reserve price and would like to offer the item at so and so dollars.

Basically it was ebay trying to help the buyer sell it for one last time, giving them an opportunity to make the money and the seller the opportunity to sell the product.

They definatly dont help out of your bidder backs out. If anything they would go after the false bidder. This is a 100% scam, if you go through with it, you WILL lose $2000 bux

BTW please let me know this guys ebay account name. If he sells alot of items, my friend who has been screwed before by people like this, set up a false account, and bids outragous amounts on all their auctions, leaving them essentially useless (no one would bid higher). Then he of course doesnt pay, and that leaves the guy losing all his posting fees. For power sellers, it can lose them thousands. Its quite a good way to get back at the scam artist f*cks out there. Then on top of that, he puts in the effort to leave the guy bad feedback on all his auctions, destroying his feedback rating.
