I would not heat wrap if you are in an area that you will get a lot of moisture behind the heat wrap as it will corrode the metal

yet should burn off since the exhaust is hot???

Yes and no. If the car is parked there is still going to be moisture and condensation build up, during driving I hope there isn't any moisture. Heat wrap on a down pipe that is in the engine bay isn't that bad when you are needing a component shielded from the heat directly. Custom downpipes on big turbo setups sometimes are way too close to other parts in the engine bay. If you need things shielded then do it, if not, I wouldn't.
